Frank Zafiro’s fourth installment in his River City series, And Every Man Has to Die, finishes in heart-pounding and heartbreaking fashion.Tension builds throughout the story as a new criminal element has moved in and they look to consolidate power among rival gangs. The River City Police Department must respond accordingly. In dealing with this issue, several different viewpoints are used—patrol officers, detectives, and department leaders.
